New York Surpasses $1 Billion In Cannabis Sales

New York State’s cannabis industry has reached a significant milestone, exceeding $1 billion in retail sales, Governor Kathy Hochul announced last week. The achievement reflects the state’s efforts to build a robust and equitable legal cannabis market, which has emerged as a national leader in innovation and inclusivity.

“This milestone is a testament to the dedication of entrepreneurs, consumers, and communities who have embraced the legal market,” Hochul said in a statement. “Earlier this year, my administration implemented key measures to foster growth and economic opportunity, including granting new enforcement powers to expedite the closure of unlicensed storefronts. These efforts have strengthened the legal cannabis industry, which prioritizes equity, public safety, and community empowerment.”

The Office of Cannabis Management (OCM) highlighted the industry’s economic and social significance. Acting Executive Director Felicia A.B. Reid praised cannabis entrepreneurs for their resilience and creativity in building the market. “This $1 billion milestone underscores the strength of consumer demand for regulated cannabis and demonstrates that an equity-focused approach to the industry aligns with strong economic growth,” Reid said.

Cannabis Control Board Chairwoman Tremaine Wright emphasized the importance of reinvesting tax revenues into communities disproportionately affected by cannabis prohibition. “The tax revenue generated supports our Community Reinvestment Grant Program, ensuring these communities receive critical investments,” Wright said.

The OCM’s Annual Report detailed significant progress in licensing and enforcement. More than 5,250 licenses, permits, and registrations were issued or provisionally approved during fiscal years 2023-2025. Additionally, enforcement actions against illegal cannabis sales led to 1,300 inspections, the closure of 450 unlicensed businesses, and the seizure of 16,900 pounds of illicit products valued at $68.5 million.

As New York’s legal cannabis industry continues to expand, state officials are optimistic about its future. “This is only the beginning of what’s possible when we invest in an inclusive and well-regulated industry,” Wright added.

With consumer demand on the rise and strong regulatory frameworks in place, New York is poised to solidify its position as a leader in the cannabis sector.
